Guide for Radio Frequency Application & Operation of Radio Transmission Equipment during the 6th East Asian Games and Its Preparation

I. All the radio transmission equipments operating during the 6th East Asian Games and its preparation shall comply with the provisions of related laws and regulations of the People's Republic of China. This Guide is formulated in accordance with the Radio Regulations of the People's Republic of China and the Radio Regulations of Tianjin. The usable radio frequency bands in China may be referred to the Guide for the Application of Frequency Bands used by Wireless Device during the 6th East Asian Games and Its Preparation (see Appendix 1).

II. All users of radio transmission equipment (excluding devices allowed to use without the “Radio Frequency and Equipment Entry License for 6th East Asian Games” listed in Appendix 2, the same b

.w) during the 6th East Asian Games and its preparation must go through the procedure for radio frequency application, which shall include the frequency application, acceptance, examination and approval of frequency, issuance of radio frequency license, import of equipment (where it is necessary to import equipment from overseas), inspection and labeling. The flow chart is as follows.

IV. The users shall download the Declaration Form of Radio Frequency for the 6th East Asian Games (see Appendix 3), fill in the form and send it to rfapp2013@163.com for the radio frequency application. After the acceptance and confirmation by TEAGOC, the application shall be submitted to Tianjin Radio Management Committee Office (TRMCO) for examination and approval. After the examination and approval, TRMCO shall issue the Radio Frequency and Equipment Entry License for 6th East Asian Games. TEAGOC shall assist the reply to the users of the related information and results, including the progress and the issuance of the license.

V. When overseas users bring any radio transmission equipment into China, they shall present the Radio Frequency and Equipment Entry License for 6th East Asian Games or its copy to the Customs of China (hereinafter referred to as the customs). The Customs shall, based on the Radio Frequency and Equipment Entry License for 6th East Asian Games or its copy and other necessary certification documents (please see the Guide for the Freight and Goods Entry of the 6th East Asian Games on the official website) , conduct the inspection and clearance in accordance with the related provisions. The radio transmission equipment whose temporary entry is approved shall be carried out of China on time in accordance with the related administration provisions of the Customs (The Executive Board of TEAGOC only provides supplies that directly serve to the game to all delegations).

VI. The users with the Radio Frequency and Equipment Entry License for 6th East Asian Games shall deliver the related radio transmission equipment to Tianjin Radio Monitoring Station for the on-site inspection before its operation, and the inspection appointment shall be made for the radio transmission equipment that is not easy to transport.

VII. The qualified radio transmission equipment will be labeled as "Radio Station License" and can only be operated within the specified time and area written on the label according to the technical specifications approved by the radio administration authorities. The unqualified radio transmission equipment will be labeled as "Operation Forbidden" and can not be operated in the Games venues and Special Control Areas.

VIII. The approval of the radio administration authorities is not necessary for the operation of roaming terminals connected with the public mobile communication networks in the Chinese Mainland, embedded wireless network cards for portable computers, radio telecommand keys for automobiles with a transmission power lower than 1mW and wireless telecommand facilities for cameras in the Chinese Mainland. And the label of "Radio Station License" is not required for those devices.

Except for the abovementioned equipment, other short-distance (micro-power) radio transmission equipment that are exempted the license administration on radio stations at ordinary times, such as wireless microphones, wireless telephones, radio telecommand toys and public interphones, must not be operated in all Games venues and Special Control Areas during the 6th East Asian Games and its preparation without the approval of the radio administration authorities and the label of "Radio Station License" or without other reasonable excuse.

IX. During the 6th East Asian Games and its preparation, the related administrative authorities shall supervise and inspect the radio transmission equipment in the Games venues and Special Control Areas, and the radio transmission equipment without the label of "Radio Station License" must not be operated in the Games venues and Special Control Areas.

X. Where the control over all radio communication is necessary, any organization or individual that has installed and operated radio transmission equipment and other equipment radiating radio waves within the area under control shall abide by the related provisions.

XI. In the event of any radio interference on the radio equipment whose operation in all Games venues and Special Control Areas is approved, the users may complain to TRMCO by calling 022-60261666 .p It will organize an investigation.

XII. Where any radio transmission equipment or any other equipment radiating radio waves that has been installed and operated during the 6th East Asian Games and its preparation produces the hazardous interference, greatly affecting the 6th East Asian Games and its preparation, or endangering the national security or the safety of the people's lives and properties, its operation shall be stopped immediately. Where the user refuses to stop its operation, the related radio administration authorities shall have the right to immediately stop the radio transmission or radiation with administrative or technical measures, and may cut the power or dismantle the equipment that produces the hazardous interference.

XIII. When the radio administration authorities carry out the supervision and inspection as to their duties during the 6th East Asian Games and its preparation, the related organizations and individuals shall cooperate with them and provide the materials and information related to the inspection, and shall not hinder the performance of their official duties.
